Demographic Policy

The Strategy for Demographic Development of Ukraine until 2040 is the long-term programme document on the principal demographic challenges and threats for development of Ukraine, which were deepened by the armed aggression of the Russian Federation, as well as the goals and tasks to overcome demographic challenges, social and humanitarian issues.


The purpose of the Strategy is to implement the industry-specific policies to increase the birth rate, to reduce the level of pre-mature mortality, and to return migrants. The document also provides for creating cross-conditions for comfortable life in Ukraine: affordable housing, quality public infrastructure, safe environment, no barriers, inclusive labour market and social cohesion of the public, with equal rights and opportunities, freedom and dignity of citizens.


The Strategy for Demographic Development of Ukraine is an indicator of implementation of Ukraine Plan for the implementation of the European Union initiative “Ukraine Facility”, which is aimed at improving the situation at the labour market and the living standards of the Ukrainians.


It should be reminded that the Ministry of Social Policy has developed the Strategy for Demographic Development until 2040 with the support of the UNFPA, the United Nations Population Fund in Ukraine, as well as a wide circle of representatives of the expert community, the Institute for Demography and Life Quality Programmes of the NAS Ukraine, the public authorities, international partners and demography experts from different countries.

The Strategy for Demographic Development has been approved by the Ukrainian Government. The Action Plan for the implementation of the Strategy provides for more than 260 clear actions with the specific responsible parties and deadlines.
