Social Portal of the MoSP

Overview

The Social Web-Portal of Electronic Services of the MSP was launched on 27 September 2024. You do not have to attend a social protection authority in the community to file an application anymore: the Social Portal of the MSP is at your service.

Social services are the first stage of development of the portal. The functions are going to be updated and supplemented. Applications for social services can already be filed at the portal, and applications for social assistance will be added later.

In particular, the service that enables filing an application for a rehabilitation and assistive product (RAP) was launched on 1 January 2025: it can be used by everyone who passes daily functioning assessment by expert teams. They we have substituted the obsolete MSEC.

In the personal account, the person or the family in need of social support may file a petition or an application, trace its status, or inform of those in need of such support. It can be done without a qualified electronic signature (QES).

Benefits of using soc.gov.ua

Digitization of social services offers a number of benefits to each party involved into provision thereof, namely:

• a person or a family in need of support can file an online application, study the services available in the community, and trace the status of their petition;
• a social worker (case manager) is able to optimise records management and to carry out efficient planning within the case;
• a social service provider controls cases, distributes the workload in the team, and spends less time on reporting;
• a structural subdivision for social protection of the population processes petitions faster as the system already contains all the necessary documents on the person or the family.

It is not an exhaustive list. The state is more efficient at analysing citizens’ needs and tracing performance of social services owing to automation of most processes.

The Social Portal of the MSP is administered by the State-Owned Enterprise “Information and Computing Centre of the Ministry of Social Policy of Ukraine”.
