For the Territorial Communities
The Ministry of Social Policy approved the guidelines with its Order No. 263-H of 31.07.2023 in order to ensure the unified methodological approach to development of regulations on structural subdivisions on social protection of the population in the local administrations and the powers of social protection of the population and protection of children’s rights by the local self-government bodies.

In order to establish the procedure for executing and keeping personal files of recipients of all types of social assistance, the structural subdivision for social protection of the population in the raion, Kyiv and Sevastopol city district state (military) administrations, executive bodies of city, city district (if any) councils, social payment accrual and performance centres, and to establish the procedure for interaction of these authorities with the executive bodies of village, urban-type settlement and city councils of the territorial communities and administrative service centres, the Guideline on the Procedure for Executing and Keeping Personal Files of Recipients of All Types of Social Assistance was approved by Order of the Ministry of Labour and Social Policy of Ukraine No. 345 of 19 September 2006. According to Article 8 of the Law of Ukraine “On Administrative Services”, the information and technological cards are approved for each administrative service.
The Ministry of Social Policy is not a provider of administrative services of a social nature. It is prescribed by the legislation that providers of such services, namely as to granting and payment of state social assistance, are structural subdivisions for social protection of the population of raion, Kyiv and Sevastopol city district state administrations as well as executive bodies of city, city district councils (if established).
At the same time, the Ministry of Social Policy approved 76 model information cards of administrative services of a social nature with its Order No. 10-Н of 14 January 2025 “On Approving the Model Information Cards of Administrative Services in the Field of Social Protection of the Population”.
The information cards bring the information on each service in order in the convenient format, namely as to the list of necessary documents, legislative acts on provision of services etc. Use of information cards is an important tool to increase performance of interaction of state executive authorities and local self-government bodies (LSGB) as well as to improve the quality of administrative services of a social nature (ASSN).
According to Order of the Ministry of Social Policy No. 412-Н of 11.09.2024 “On Using the Software Suite of the Integrated Information System ‘Social Community’ to Organize Provision of Administrative Services of Social Protection of the Population”, when applications and documents on administrative services of a social nature are accepted, officers of the local self-government bodies (LSGB) and administrative service centres (ASC) form electronic files by means of the Software Suite of the Integrated Information System “Social Community” and transfer these documents to the designated authorities in soft copy.
This algorithm gains special relevance in martial law in Ukraine since it ensures convenience for residents of territorial communities and internally displaced persons and simplifies the mechanism for interaction of the LSGB, the ASC and designated authorities.
