Compulsory state social insurance
Compulsory state social insurance is the system of rights, duties and guarantees for social protection of the person who has fallen ill, has faced the absolute, partial or temporary loss of the capacity for work, has lost the family provider, is unemployed for reasons beyond his or her control etc.
Financial support of a person during this period is effected at the expense of the insurance contributions he or she has made as well as from budget and other legal sources.
The Law of Ukraine “On Compulsory State Social Insurance” prescribes the following types of compulsory state social insurance:
- in connection with the temporary loss of the capacity for work;
- from occupational accidents and diseases that have caused loss of the capacity for work.
Insurance in connection with the temporary loss of the capacity for work provides for the following types of insurance benefits:
1) assistance for temporary incapacity for work (including care of the sick child);
2) maternity assistance;
3) burial assistance (other than burial of pensioners, the unemployed and persons who died of an occupational accident).
Insurance from occupational accidents and diseases that have caused loss of the capacity for work provides for the following:
1) assistance for the temporary incapacity for work caused by the occupational accident or disease;
2) non-recurring assistance to the affected person in case of the long-term loss of the professional capacity for work;
3) monthly insurance benefit to the affected person depending on the degree of the affected person’s loss of professional capacity for work;
4) non-recurring assistance to the affected person’s family in case of his or her death;
5) non-recurring assistance to everyone maintained by the deceased affected person as well as the child born within the ten-month period after the affected person’s death;
6) monthly insurance benefits to the persons who were maintained by the deceased affected persons and/or are eligible for these benefits;
7) reimbursement of the cost of the affected person’s funeral and related ceremonial services;
8) provision of social services to the affected person.

Social support of homeless citizens and persons released from prison
A homeless person is a person in the social condition preconditioned by lack of any accommodation designated and suitable for living.
Released persons are persons who have served their sentence in form of limitation or deprivation of liberty for a certain period and have been released from these types of punishment on legal grounds. Social patronage is carried out for the released persons who have contacted social patronage entities for six months.
There is a network of corresponding facilities in Ukraine to provide social services to homeless citizens and persons released from prison: homeless registration centres, social patrol services (to provide services outside facilities), night stay houses, reintegration centres for the homeless, social hotels, social adaptation centres for the persons released from prison, special care homes (special departments) for the elderly and persons with disabilities released from prison.
Operations of the facilities for homeless citizens and persons released from prison are aimed at reintegration and social adaptation of the citizens, resumption of adequate decent life in the society, and exercise of all of their constitutional rights and freedoms.
For this purpose, professionals of the facilities provide the following types of social services depending on the citizens’ problems to be solved and the functions of the service:
- social integration and reintegration (correction of the psychological condition and conduct in daily life; assistance in enhancement/recovery of family and socially useful connections; assistance in issuance of documents; assistance in registration of the place of residence/stay; assistance in getting accommodation, employment etc.; psychological support etc.);
- shelter (provision of a bed with utility and household services; provision of hard and soft tools, where possible, clothing, footwear, meals; creation of conditions for personal hygiene etc.);
- social support in employment and at the work place (regular meetings with the service recipient; visits to the work place; assistance in other services, organization of interaction with other social support entities; training and development of labour and social skills etc.);
- other social services prescribed by the legislation of Ukraine.
How homeless citizens and persons released from places of custody can receive social services
For social services to be provided, they must file an application to the structural subdivision for social protection of the population of the executive body of the village, urban-type settlement or city council, the Kyiv district state administration at the citizen’s place of residence or stay, or to the Administrative Service Centre.
Social support of addicts
The Law of Ukraine “On Social Services” defines the mental and conduct disorders, including the ones as a result of consumption of psychoactive substances, the diseases that require long-term treatment as the factors that might cause difficult life circumstances, i.e. the circumstances which have a negative impact upon the person’s life, health and development, functioning of the family, and which the person/family cannot overcome on their own.
Also, the matter of prevention of gambling and mitigation of its negative effects for citizens and the society is considered in Ukraine at the level of national security. Thus, on 20 April 2024, the NSDC of Ukraine adopted the resolution “On Counteracting Negative Effects of Gambling on the Internet”, which was enacted on the same day by the Decree of the President of Ukraine, and prescribed the actions aimed without limitation at adequate protection of rights and legal interests of the Ukrainian citizens, enhancement of actions to counteract negative effects of gambling on the Internet.
