Recreation of children in need of special social focus and support with financing from the state budget

The children who belong to the following categories are offered free of charge recreation in 2024 in Artek International Children’s Centre, the main part of which is now located in Zakarpattia:

• Children of combatants, including volunteers, as set out in points 19 to 24 of Article 6(1) of the Law of Ukraine “On Status of War Veterans, Guarantees of Their Social Protection”;
• Children of the fallen (deceased) Defenders of Ukraine set out in paragraph 1 of Article 10-1 of the same Law;
• Children registered as IDPs who get IDP housing assistance;
• Orphaned children and children deprived of parental care;
• Own children of foster caregivers or foster parents who reside in the same foster family or FTCH;
• Children from low-income families;
• Children where one of parents has fallen, gone missing or died of the injury, shell shock, mutilation or disease developed in the area of the ATO, actions taken to ensure national security and defence, to suppress and deter the Russian armed aggression in Donetsk and Luhansk Oblasts, and the combat zone.

Pursuant to the Government’s ordinance, in 2024, trips to Artek will be financed from the state budget on a priority basis for the oblasts with active hostilities.

Recreation of children from low-income families with financing from the state budget under yeOzdorovlennia programme

Children with disabilities (capable of self-care) who are raised in low-income families as well as children from low-income large families have the right to be referred to the recreation and rest facility with financing from the state budget within the experimental yeOzdorovlennia project. The project was launched in 2023 and went on in 2024.

The programme is based on the money follows the child principle. Parents get the fixed amount to the special bank card, choose the facility themselves and pay for the trip with the funds received.
