To the internally displaced persons

Ukraine has been countering the armed aggression of the Russian Federation since 2014.

Some of the territories of the State have been annexed while the others have been temporarily occupied, and the hostilities still are not over.

Many Ukrainians have been forced to seek safety and protection outside their homes because of the military invasion. Some have left the country while others have been displaced to other regions, so they have become internally displaced persons.

When they find themselves in difficult life circumstances, internally displaced persons can rely on state support.


IDP housing payments

IDP housing payments are a part of the support granted by the Government to internally displaced persons. They are crisis payments to the Ukrainians who have left their home because of the war and are in most need of support. It is temporary and granted to the citizens who need it most of all.


Since 1 November 2023, assistance has been granted for six months to the family who have requested assistance for the first time, and has been paid monthly to a family member (authorised person) per each family member:

  • for persons with disabilities — UAH 3 thousand;
  • for other persons — UAH 2 thousand.

Housing and utilities subsidies

The internally displaced persons who have been forced to change their place of residence and need support in payment for their housing and utility services may receive housing and utilities subsidies on common grounds.

Housing and utilities subsidies can be received by the families whose payment for housing and utility services is higher than the mandatory payment set for them.

Therefore, if expenses for housing and utility services (within the social service consumption standards) exceed the mandatory payment, are can potentially receive a subsidy.

The subsidy is calculated on a case-by-case basis for each household. It directly depends on the family’s income: the less the income is, the more expenses are covered by the state.

Nota bene: When housing and utilities subsidies are granted, aggregate income does not include housing assistance to IDPs.

Subsidies to rent accommodation to IDPs

A housing rental subsidy for internally displaced persons (IDPs) is one of the key tools of government support aimed at addressing the urgent issue of providing housing to those who were forced to leave their homes due to hostilities or other emergencies. This form of assistance helps reduce the financial burden on IDP families who cannot independently cover the cost of renting housing in safe regions.


Subsidies are granted based on an assessment of the applicants’ financial situation, considering their income level, family size, and other social factors. The primary purpose of this support is to ensure decent living conditions for IDPs, facilitate their integration into new communities, and maintain the stability of their financial situation.

Social Services

The Ministry of Social Policy of Ukraine has introduced new social services and revised standards for existing ones to support internally displaced persons (IDPs).

In particular, IDPs, in addition to basic social services, can also use the “Municipal Nanny” service.


Recreation and leisure for children with IDP status at the expense of the state budget

Children registered as IDPs who receive IDP living allowances in 2024 are entitled to free recreation (covered by the state budget) at the International Children’s Center “Artek.”

Provision of assistive rehabilitation aids

You have the right to receive prescribed rehabilitation aids free of charge or to purchase them independently and receive financial compensation within the maximum price limit approved by the Ministry of Social Policy.
