Шановні учасники Конференції Високого рівня!
Сьогоднішня зустріч є повномасштабним запуском в Європі нової Стратегії захисту прав дитини до 2027 року. Ця стратегія виділяє шість основних пріоритетів для країн-членів Ради Європи:
1. Свобода від насильства для всіх дітей
2. Рівні можливості та соціальна інклюзія для всіх дітей
3. Доступ та безпечне використання технологій для всіх дітей
4. Дружнє до дітей правосуддя
5. Права дитини в кризових та надзвичайних ситуаціях
6. Дати слово кожній дитині
Сьогодні я б хотіла, щоб дали слово українським дітям.
Щоб вони розповіли про свої права в умовах повномасштабної війни Росії проти України. Про те, як саме ця війна закреслила кожен із пріоритетів, визначених стратегією.
Але, на жаль, велика кількість українських дітей не можуть сьогодні поговорити з нами. Тому що вони в бомбосховищах. Де немає зв’язку. А також тепла, світла, ліків, часто – їжі і води.
Тому, що російські війська не дозволяють нам вивезти їх в безпечні місця, не пропускають гуманітарну допопомгу до них, примусово вивозять до Російської Федерації, тобто викрадають.
Але, я вірю, що, не дивлячись на це, ви все одно почуєте їхні голоси. Їхню правду. Про те, що війна – це тотальне порушення прав дитини. Навіть більше. Це демонстративне знищення, заперечення кожного права дитини правом грубої сили.
За 40 днів з початку війни від дій російських військ загинуло 165 дітей. Але трагедія в тому, що ми не знаємо реально, скільки їх в окупованих містах. Після того, як звільнили передмістя Києва, - бачимо, що багато. Я не хочу підсилювати враження від своїх слів фотографіями загиблих дітей із звільнених міст і селищ зі слідами катувань, фізичного та сексуального насильства.
Самі слова достатньо жахливі.
Знайте, що більше 4 мільйонів українських дітей були змушені покинути свої домівки, рятуючись від воєнних дій.
Це більше, ніж населення деяких країн Європи.
Це діти, у яких зараз немає дому, діти, які розлучені з родинами.
Часто вони їдуть з одним із батьків, а інший залишається захищати свою землю. Іноді - їдуть з кимось із родичів. А іноді - просто з сусідами чи знайомими.
І це - порушення фундаментального права дитини на сім’ю.
Найважче обстріли та евакуація даються дітям з інвалідністю. Війна перекреслила більшість наших зусиль щодо розбудови інклюзії та соціальних послуг для дітей з інвалідністю та їх родин.
Переклеслила індивідуальні досягнення дітей у соціалізації.
Російські війська прицільно руйнують школи, лікарні, пологові будинки. Діти народжуються в метро та бомосховищах. Вчителі ведуть дистанційні уроки під обстрілами.
Це – лише верхівка айсбергу про те, що відбувається з правами дитини під час війни.
Стратегію захисту прав дітей, яка на п’ять років стане новим стандартом для формування політик європейських країн, Комітет міністрів Ради Європи схвалив 23 лютого. А 24 лютого Росія завдала ракетних ударів по містах України.
Я щиро дякую за швидку реакцію Ради Євопи на це. Вже 25 лютого було призупинене представництво країни-агресора, а 16 березня Комітет міністрів виключив її зі складу членів Ради Європи. Це дає чіткий сигнал, що цивілизований світ не терпітиме цинічний наступ на права людини і захищатиме право на майбутнє для своїх дітей.
Але зараз захист безпеки та прав дітей у Європі потребують від нас рішучих кроків. Якщо агресор буде бачити, що можна безкарно вбивати, то він піде далі.
Тому я звертаюсь до вас з проханням діяти!
Війна має бути зупинена якнайшвидше. Ціна за її продовження має стати непідйомною для Росії. Я прошу всіх присутніх лобіювати впровадження нових санкцій проти Росії, припиняти будь-які бізнес-стосунки та торгівлю з Росією, щоб підприємства та споживачі у ваших країнах не спосорували вбивства наших дітей.
Винищення мирних жителів має бути зупинене негайно. Нам потрібне закрите небо. Нам потрібні гуманітарні коридори до оточених міст, щоб врятувати мирних жителів та припинити геноцид.
Дітям, постраждалим від війни, потрібні захист та підтримка. Я вдячна кожній країні, яка надає прихисток нашим дітям, направляє гуманітарну допопомгу та кошти на рахунок для гуманітарних потреб тих, хто залишився в Україні.
Нещодавно ми надіслали 23 країнам Євросоюзу Меморандум щодо захисту прав переміщених українських дітей з вразливих категорій. Я прошу розглянути його у максимально короткі строки. І готова обговорювати допомогу у захисті прав українських дітей з кожною країною, яка хоче допомогти.
Dear participants of the High Level Conference!
Today's meeting is the full-scale launch of a new Strategy for the Protection of the Children’s Rights until 2027 in Europe. This strategy identifies six main priorities for country members of the Council of Europe:
1. Freedom from violence for all children
2. Equal opportunities and social inclusion for all children
3. Access and safe use of technologies for all children
4. Child-friendly justice
5. The children’s rights in crisis and emergency situations
6. Giving a voice to every child
Today I would like to give a voice to every Ukrainian child.
To let them tell about their rights in the conditions of full-scale war of Russia against Ukraine. How exactly this war erases each particular priority set by the Strategy.
But, unfortunately, a large number of Ukrainian children cannot talk to us today. Because they are in bomb shelters. Where there is no connection. As well as heat, light, medicine, often - food and water.
Because Russian troops do not allow us to take them to safe places, do not allow humanitarian aid for them, they are forcibly taken to the Russian Federation, that is, they are kidnapped.
But I believe you will still hear their voices. Their truth. That war is a total violation of children's rights. Even more. This war is a demonstrative destruction, a denial of every children's right by brute force.
In the 40 days since the war began, 165 children have been killed by Russian troops. But the tragedy is that we do not really know how many of them are in the occupied cities. After the liberation of the suburbs of Kyiv, we see that there are many of them. I do not want to reinforce the impression of my words with photos of dead children from liberated cities and towns with traces of torture, physical and sexual violence.
The words are pretty awful themselves.
Be aware that more than 4 million Ukrainian children have been forced to flee their homes due to the hostilities.
This is more than the population of some European countries.
These are children who do not have a home now, children who are separated from their families.
Often they go with one parent and the other stays to defend their land. Sometimes they go with a relative. And sometimes, just with neighbors or acquaintances.
And this is a violation of the fundamental child’s right to family.
Shelling and evacuation are much harder to children with disabilities. The war has destroyed most of our efforts to build inclusion and social services for children with disabilities and their families.
It reversed the individual achievements of children in socialization.
Russian troops are deliberately destroying schools, hospitals and maternity hospitals. Children are born in the subway and bomb shelters. Teachers conduct distance lessons under fire.
This is just the tip of the iceberg what is happening to children's rights during the war.
On February, 23, the Committee of Ministers of the Council of Europe approved the Strategy for the Protection of Children's Rights, that will become a new standard for shaping European policies for five years. And on February 24, Russia launched missile strikes in Ukrainian cities.
I sincerely thank the Council of Europe for its swift response. As early as on 25 of February, the aggressor country's representation was suspended, and on 16 March the Committee of Ministers expelled it from the Council of Europe. This sends a clear signal that the civilized world will not tolerate a cynical attack on human rights and will defend the right to a future for its children.
But now, the protection of the security and children’s rights in Europe requires decisive steps from us. If the aggressor sees that he can kill with impunity, he will move on.
Therefore, I appeal to you to act!
The war must be stopped as soon as possible. The price for its continuation should become unaffordable for Russia. I ask everyone present to lobby for the introduction of new sanctions against Russia, to end all business relations and trade with Russia, so that businesses and consumers in your countries do not help to kill our children.
The extermination of civilians must be stopped immediately. We need a closed sky. We need humanitarian corridors to the besieged cities to save civilians and stop the genocide.
Children affected by the war need protection and support. I am grateful to every country that provides shelter to our children, directs humanitarian aid and funds to the account opened for humanitarian needs of those who remained in Ukraine.
We recently sent a draft of Memorandum on protection of the rights of displaced Ukrainian children from vulnerable categories to 23 EU countries. I ask you to consider it as soon as possible. And I am ready to discuss assistance in protection of the rights of Ukrainian children with every country that wants to help.
